It doesn't matter how old the breeding is, as long as it just has a number ID (no letter(s) attached to it) and as long as it hasn't been approved yet, you're welcome to design away. At this time, you would not be able to submit it for approval since that system is closed as noted in our Monthly Newsletter and on the front page of the website. Once that system is open, however, you can submit that lovely design!
